​Superior Recruitment Group are looking for an experienced Engineering & Maintenance Manager on behalf of our client based in Fellside. This is a full time permanent role.

Purpose:
This job description details responsibilities for the role of the Engineering and Maintenance (E&M) Manager for site, reporting to the Plant Manager. The role’s primary purpose is ensuring the site operates safely, complying with the Operating standard, corporate policies, procedures and legislation via best practice, commercial engineering, and maintenance actions.

Primary purpose of role:
As the site Appointed Person E&M, in line with business, client and legislative requirements provide, leadership and management of E&M philosophy, strategy, actions, results and compliance during all running states. Successfully lead, direct, organise and manage the E&M Department, ensuring personnel are fit for work, competent in completing their job role responsibilities and the requirements of the client Group Operating standard.

Major duties:

  • In line with the client Group Operating Standard be the site Appointed Person E&M, ensuring the following requirements are met

  • All E&M processes and systems are in place for identifying and managing engineering risk and use the framework of disciplined maintenance as best practice. Ensure their effective communication, understanding and monitoring by all department employees and personnel required to complete E&M tasks

  • Provide appropriate guidance and support for all major engineering and maintenance events at site including outage and plant shut down, unplanned and planned events and incidents. Provide leadership regarding investigations, processes, procedural actions and communications

  • Ensure the controlled development, application and monitoring of site technical specifications, E&M policies and procedures appropriate to site throughout its lifecycle.

  • Lead and manage the site E&M Department and other assigned personnel ensuring they meet the standards. Take overall responsibility for their supervision, development, welfare and engineering capability and competency in discipline areas and their ability to address technical requirements ensuring standard implementation

  • Set/agree engineer personal objectives and conduct performance appraisals to develop and manage the E&M team consistent with achieving business KPI’s.

  • Understand and have knowledge of Cyber Security principles, IACS and NIS Regulations

  • Conduct disciplinary hearings for maintenance staff, as agreed with the Plant Manager and Human Resources Regularly review department process and procedures to ensure Department Engineers and Technicians meet the site engineering standard’s requirements, identify, and implement a plan to rectify deficiencies or gaps in the site library

  • Approve the programme of work for submission into the Annual Operating Plan (site budget) ensuring correct testing and maintenance is completed and assigned budgets are managed responsibly. Ensure the actual cost of maintaining the plant during a financial year is less than the AOP budget

  • Develop and maintain a Computerised Maintenance Management System (CMMS) for the list of equipment items to be tested, inspected, and maintained

  • Ensure the processes for designing and constructing new facilities and modifying existing ones, meet the requirements of the relevant industry standards

  • Fully exploit auditing of engineering procedures and systems to maintain a process of continuous improvement

  • Ensure opportunities to learn from experience are fully exploited

  • Identify and deliver innovative solutions to opportunities on the Site

  • Provide technical support to maintenance and operational staff

  • Deliver actions as identified in the ‘Integrated Risk Assessment’, ‘Engineering Review’ and Management of Change documents / processes

  • Assist in resolving engineering plant problems outside the capability of the maintenance team

  • Ensure specialist contracts are appropriate and effectively managed, eg. Alstom, Fire Systems, LTSA, etc

  • Support site managed projects, as required / agreed ensuring changes are adequately documented and verify that changes to facilities and equipment are accurately recorded and kept up to date on drawings and data retrieval systems

  • As required, deputise for the Plant Manager and other members of the site management team

  • Support and provide contributions to relevant cross–site forums, sharing information across these forums and at site. Provide out of hours and emergency call out support

  • Be part of the Duty Manager on call rota. To be fully conversant with Safe Working Practices and following relevant training

Qualifications & Professional Accreditation:

Essential:

  • Degree in an engineering discipline

  • Engineering apprenticeship with extensive relevant experience and noted continued professional development

Desirable:

  • Engineering apprenticeship

  • Professional accreditation – chartered /incorporated

  • Certificate in supervision/team leading

  • IOSH or equivalent safety qualification

Skills Knowledge & Experience:

  • E&M experience in a 24/7 process at department head level

  • Identifying and managing engineering risk

  • Fundamental knowledge of Mechanical and Electrical engineering compliance and legislation. ATEX, DSEAR etc

  • Understanding and driving the department for Key Performance Indicators as set with the working contract

  • Understand and drive towards Process Safety Performance Indicators

  • Plant SHE procedures and documentation including PTW systems, confined space entry requirements

  • Working knowledge of Quality management systems

  • Budgetary management and control. Managing major E&M defects / events
